Why The Need?   

Security fears - The political world climate is currently inundated with security fears.

Violent crimes - There has been a rise in assaults and violent crimes causing pain and suffering to students.

The 21/10/2002 shooting - The shooting at Monash University Clayton Campus, which claimed the lives of two students and saw five others seriously injured with bullet wounds resulted in major emotional suffering and distress amongst a very large cross section of students.

Murderous attack - Many other murderous attacks have occurred on other campuses worldwide.
